Role and Mission 

The Upper House of Parliament serves as guarantor of
the stability of institutions, and fully exercises legislative, representative and
constitutional duties, within the ambit of its Internal Standing Orders.

The role of senators is to legislate and control the
action of the Government, and ensuring that all the bills voted are applicable.

The legislative function hinges on discussions,
implementation, and voting of bills ultimately leading to their promulgation by
the President of the Republic. Senators examine bills submitted to them by the
Government or proposed bills owing to parliamentary initiatives.

The representation of Decentralized local Communities,
in accord with Regional and Municipal Councillors is aimed at promoting the
economic, social, health, education, cultural and sporting development of these
communities.

The Constitutional function consists of the devolution
of power within the State and the referral to constitutional bodies.

Equally the  role
to Control the Government through Oral Questions or Commissions of Inquiry on
specific matters.
